Why is Shopify asking for HS codes on a domestic order?
The order is going from one US address to another. Nothing is crossing a border. And Shopify still won't sell you a label until the products have an HS code and a country of origin. This confuses a lot of people, and the reason is not obvious.
The setting that causes it
It's international markets. Once you enable them in your store settings, the customs data requirement applies to label purchases generally, not only to orders with a foreign destination address.
From Shopify's point of view this is consistent. Your store is set up to sell internationally, so the catalog needs to be shippable internationally. It doesn't re-check per order and decide the fields are optional this time. The requirement sits on the catalog, not on the destination.
Which means one domestic order can surface a gap that covers your entire product range.
Why turning markets off is the wrong fix
It works. It also switches off international selling, which is the thing that was making you money. People do this in a hurry to get one label out the door and then forget they did it, and a month later they're wondering why cross-border orders stopped.
If you're never going to ship abroad, turning markets off is legitimate. If you are, you're only postponing the same afternoon of work, and you'll postpone it into a moment when an actual international customer is waiting.
What to do instead
Fill the fields. There are only two of them per product, and once they're in, this error is gone permanently, for domestic and international orders alike.
- For the order in front of you — open each product in the order, go to the Shipping section, set Country of origin and Harmonized System (HS) code. There's a step-by-step walkthrough on the error page itself.

The part worth knowing
If this error appeared on a domestic order, the gap has been in your catalog the whole time. Every international order you've shipped since enabling markets either had the data already or was blocked the same way. Stores that hit this often find the missing fields aren't on a handful of products but across most of the catalog, because the fields were never part of how products got added in the first place.

Do I legally need an HS code for a domestic shipment?
No. Customs classification applies to goods crossing a border. The requirement you're hitting is Shopify's, triggered by having international markets enabled, not a legal requirement on that particular package.
Can I turn markets off just for today?
You can, and the error clears. It also stops international customers being able to buy. If you turn it off, set a reminder to turn it back on, because this is the setting people forget.
Does this affect Shopify Shipping only, or third-party apps too?
Third-party shipping apps read the same product fields. If the HS code and country of origin are empty in Shopify, the app either blocks the label or sends an incomplete customs declaration.
Will filling in the fields change my duty charges?
For domestic orders, no. For international orders it makes the duty estimate accurate rather than absent, which is what your customers see at checkout if you collect duties there.
